A Susquehanna County Correctional Facility inmate faces an arson charge after he allegedly manipulated an electrical outlet in his cell block to cause a spark, according to court documents.

Dylan Brewer, 20, was serving a nine to 18 months sentence for conspiracy – robbery at the jail when the July 20 incident occurred. Brewer was one of four people sentenced in connection with an attempted home invasion robbery in New Milford Twp. in January.

According to the affidavit filed in Montrose District Court by Susquehanna County Detective Justin Sprout, tampering with the socket caused it to burn and created a large electrical arc. Corrections officers observed the incident by video. The videotape was provided to the detective.

The video shows Brewer crouched behind a blanket with Andrew Lesser and Keith Smith standing on opposite sides of the blanket observing the incident, according to the affidavit.

The cell block was placed on lockdown following the incident and inmates and cells were searched.
According to the affidavit, the receptacle was charged and had what appeared to be a pencil lead sticking out of it.

The morning following the incident, Brewer was questioned by Warden Nicholas Conigliaro. According to documents filed, Brewer admitted his involvement and told the warden he used a pencil lead in the socket in an attempt to light a cigarette.

Lesser was also questioned by Warden Conigliaro. According to the affidavit, he admitted he was aware the incident was occurring.

Smith appeared to be assisting in the concealment of the incident, according to the affidavit.
Lesser and Smith were charged with conspiracy.

In addition to the arson endangering property – reckless endangerment of inhabited buildings, Brewer was also charged with institutional vandalism and terroristic threats.

Brewer waived his Monday, Aug. 18 preliminary hearing in front of Magisterial District Judge Jeffrey Hollister.

Lesser also waived his preliminary hearing. Smith is scheduled to appear in Montrose District Court on Monday, Aug. 25.
