A company that builds small-scale electrical plants is moving through the permitting process for seven facilities in the Northern Tier.<\/p>\n

IMG Midstream, based in Wexford and funded primarily by private equity fund Bregal Energy, plans to build 12 roughly 25-megawatt generating stations in the state, spokeswoman Kristi Gittins said.<\/p>\n

The company is planning two in Wyoming County, two in Susquehanna County and three in Bradford County.<\/p>\n

Each facility will use five Jenbacher J624 engines, a GE product, according to applications filed with the state Department of Environmental Protection\u2019s Bureau of Air Quality. Each engine can produce about 4.4 Megawatts of electrical output.<\/p>\n

To curb air pollution, each engine will also use oxidation catalyst and selective catalytic reduction technology, DEP records state.<\/p>\n

The DEP\u2019s eFacts website states it has completed its technical review of all but two plants.
\nIMG Midstream set each plant up under a separate limited liability company. The company has only submitted land development plans to local municipalities for two of them, Oxbow Creek Energy LLC in Nicholson Twp., Wyoming County, and Roundtop Energy LLC in Auburn Twp., Susquehanna County.<\/p>\n

The Wyoming County Planning Commission is tentatively scheduled to take up the issue at its Wednesday, Aug. 20, meeting, planning director Nicole Wootten said.<\/p>\n

The Susquehanna County plant is waiting on a wetlands encroachment permit and a noise study, planning director Bob Templeton said.<\/p>\n

Although not reflected on the DEP\u2019s website, Gittins said the DEP has issued air permits have been issued for Oxbow Creek and Roundtop. They submitted the permits to both counties as part of their development plans, she said.<\/p>\n

Those two plants will cost $20 million each, Gittins said.<\/p>\n

All are planned for sites near electrical substations where they can tap into the PJM Interconnection grid, Gittins said.<\/p>\n

Chief Oil & Gas LLC will supply the fuel via local gathering systems, Gittins said. The companies announced the partnership in August 2013. She was not sure if other well operators will also supply gas.<\/p>\n

\u201cI know they\u2019re talking to every operator,\u201d Gittins said.<\/p>\n

For gas companies, the plants represent an opportunity to market their product while avoiding the congested interstate pipeline system.<\/p>\n

\u201cIt\u2019s tough to get gas out to market,\u201d she said. \u201cThere\u2019s not a lot of pipeline capability.\u201d<\/p>\n

The generators also part of a growing interest developing microgrids, she said, which decentralizes electricity generation away from large, solitary power plants.<\/p>\n

\u2018Cleaner\u2019 idea<\/strong>
\nEmily Krafjack, president of Connection for Oil, Gas & Environment in the Northern Tier Inc., has been following IMG Midstream\u2019s plans for more than a year in an effort to curb air emissions as much as possible in an area with deteriorating air quality.<\/p>\n

Krafjack credited her group\u2019s comment letters and dialogues with IMG Midstream and state regulators with securing stack testing for air emissions every 2,500 hours, continuous emissions monitoring at the sites, swapping a glycol dehydrator for a salt dehydrator, and the removal of an emergency generator from the company\u2019s plans.<\/p>\n

\u201cWe think it\u2019s great to make electricity from natural gas,\u201d she said. \u201cIt\u2019s just so much cleaner than coal.\u201d But after comparing the seven facilities to the 936-Megawatt Panda Liberty Power Project under construction in Bradford County, she prefers the larger plant.<\/p>\n

\u201cI\u2019d rather see us selling our gas to a more centralized power plant,\u201d said Krafjack, who collects royalty payments on her leased land. She thinks the larger plant would be a more steady, reliable customer.<\/p>\n

She also compared aggregate emissions from all seven to emissions from the Liberty plant. The seven would generate 14 percent of the electricity, with 5.3 percent more emissions, she said.<\/p>\n","protected":false},"excerpt":{"rendered":"
